The issue of environmental management where it is done in the United States of America (USA) or in the coal mines, they have the issue of mine-stripping. It is an environmental problem and not a public works problem. When they do have the impact assessments for those quarries, they should allow for their covering up after they have been used and not for the Ministry of Roads and Public Works."
