    "content": " Mr. Speaker, Sir, I will not indulge in the issue of compensation because this is a contractor's fault. It is difficult to trace those contractors. Some of them have gone out of the country. Some were actually expatriate contractors. So, it is not possible to trace them. If anybody wants to go to court and seek compensation, litigation can go on, but for me, as a Minister, I cannot guarantee the issue of compensation."
