"content": " Mr. Speaker, Sir, I believe that this Bill was published and hon. Members had enough time to consult their constituencies because we represent constituents. The cry out there is that some people feel that they are under represented and they want more constituencies. The cry out there is that women feel marginalised and they do not have a level playing field through which to compete and be brought into mainstream decision-making processes. Mr. Speaker, Sir, the Kibaki Government has been about mainstreaming the issues of women and bringing them into decision-making, not just in the periphery, but in the centre. This is what we have been preaching and I believe that this Parliament has been standing for that. We need to start walking the talk. The first step of walking that talk is ensuring that we can bring the 50 women into this House."
