You will notice that the entire Petroleum and Coal Exploration in the Head quoted is financed by only Kshs12 million, which is coming from some Appropriations-in-Aid (A-in-A) receipt of sales. I am just wondering whether the Ministry has other resources? Why does the Ministry have only Kshs12 million to finance such an important activity?"
