Last year, there was no money allocated to this item, but this year, there is an allocation of Kshs4 billion. You will recall that this is the same issue concerning the last item we voted on; amounting to Kshs2 billion. In fact, there were two amounts. One was Kshs2 billion while the other figure was Kshs2.1 billion. This amount is too high to just be passed like that. We need to know exactly what this money is earmarked for before we approve it to satisfy the tax-payer."
