When we look at inter- connectivity with neighbours with short-term surpluses like Ethiopia, I think this Ministry should help my Ministry and the Ministry of Foreign Affairs in domesticating the knowledge that there is a scramble that there is in this region. It is a scramble between us and South Africa. It is the scramble for the Inka Dam in Congo. In the medium term and long term, our capacity to sustain the growth tempo we have now will depend on under what conditions we access power from the Inka Dam."
