    "content": "Mr. Speaker, Sir, it is a very long answer containing very little. Over the last 28 years for KVDA and over the last 18 years of existence of ENNDA, only less than Kshs10 million has been spent to develop Samburu District. We know that in other districts on an annual basis, they are spending about Kshs30 million to Kshs40 million sometimes for a single project. It is not the fault of the Minister, but I want to ask him the following question: What steps is he taking to create equity in distribution of resources in seven districts for KVDA and the other districts under ENNDA. Surely, a sum of Kshs10 million is too little for 30 years?"
