    "content": "Mr. Speaker, Sir, the hon. Member is correct that there have been concerns about these institutions which were cheating Kenyans out of millions of shillings. This is the reason why we set up these rules in 2004 and they became operational in 2005. That is why we are investigating. Since the capacity for the Commission for Higher Education has been limited, last year, we got some support from UNESCO. I would like to assure the hon. Member that come next academic year we hope not to revisit this issue. Those institutions that are offering sub-standard education or are not registered will be deleted from the roster and parents will be informed."
