"content": "Mr. Speaker, Sir, this issue touches on affirmative action, as far as women are concerned. A male condom is sold at Kshs10. A female condom costs Kshs200. That is 20 times more. The Assistant Minister has said that free condoms are available in Government clinics. But those clinics are closed very early. Do we expect somebody to drive around looking for a Government clinic to get a free condom? We want the prices to be the same. If a male condom costs Kshs10, then a female condom should cost the same! Could the Government consider zero- rating the female condom so that it could be affordable?"
