"content": "Mr. Chairman, Sir, I stand to support Dr. Manduku's amendment. This is a negotiated Bill. If you look at the wording of Clause 6(a); \"production and manufacture\", actually, production is a duplication of manufacture. This is a multi-Ministry affair. The Ministry of Agriculture, the Ministry of Trade and Industry and the Ministry of Finance are all involved. Therefore, \"growing\" is part of it. In the Bill we are providing for alternative cropping. If there is going to be some control of this, then there must be some avenue in which we will provide for tobacco farmers.
