    "content": "On a point of order, Mr. Chairman, Sir. Just before you move to Clause 7, there was a proposed amendment on Clause 5 by Mr. Angwenyi. However, it was not called out when we discussed Clause 5. As we were dealing with the clause, several amendments were called out, so that we could deal with them. Before Mr. Angwenyi went abroad last week, he asked me to propose some of these amendments on his behalf."
