    "content": "Mr. Chairman, Sir, I beg to move:- THAT, Clause 8 of the Bill be amended- (a) by deleting the word \"him,\" appearing in Sub-Clause (1) and substituting therefor the words \"such accounting officer\"; (b) by deleting the words \"authorized by him on his own behalf,\" appearing in paragraph (b) of Sub-Clause (3) and substituting therefor the words \"personally authorized.\" Mr. Chairman, Sir, I am moving this amendment because such accounting officer could necessarily not be a \"him\", but a \"she\" or a \"her.\" Therefore, the word \"him\" should be deleted and substitute therefor the words \"such accounting officer.\""
