    "content": "Mr. Chairman, Sir, my amendment deals with punishment. As you can see, Sub-clause (4) says that a person who contravenes the provisions of this section commits an offence; that is, a person who commits any offence on packaging, shall commit an offence, and shall, on conviction, be liable to a fine of Kshs1 million or imprisonment for five years. My argument is that this is too high. I think the punishment is draconian for the offence. Imagine that we are no longer talking of even jailing people for small offences like assault because our jails are full."
