    "content": "Mr. Speaker, Sir, that is a very good question. Early this year, I promised this House that by 30th December, we will have issued 3 million Kenyan identity cards. This 3 million will include the students in colleges and secondary schools. We have finished with the backlog exercise. We have now started the exercise of registering students in schools because they turn 18 years of age on a daily basis. We will now be going to secondary schools all over the Republic to issue identity cards to students who have attained the age of 18 and above."
