"content": "Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to say a few words about this Vote of the Ministry of Energy. Just as the hon. Members who spoke before me, I would like to congratulate the Minister and his team for a job well done. I want to agree with hon. Kipchumba who said that, notwithstanding some shocks that visited the Ministry sometimes in the course of 2005 or thereabouts, the Ministry has been able to push on uninterrupted. That is credit to the technocrats who are running the Ministry. It would, obviously, be a surprise if I did not say something about the Rural Electrification Programme. This is one area in which, most of us in this House, would want to commend the Ministry. I believe that there are projects spread out in every corner of the country. However, there is an issue which needs to be addressed. This is the issue of marketing. Mr. Temporary Deputy Speaker, Sir, it is true that the Kenya Power and Lighting Company (KPLC) have their popular programme on television called Umeme Pamoja .
