"content": "Mr. Temporary Deputy Chairman, Sir, when I was asking that, there is a point that there are some quacks who are not qualified in the name of churches like the Coptic Church in Kisumu who are holding many patients there without the consent of their relatives. They are chained. If there was enough money, then they would not be in those places. I am concerned that you do not have enough money and that is why you allow those patients to be mistreated by people who are not qualified in religious institutions which are not like hospitals with qualified personnel."
