    "content": " Mr. Deputy Temporary Chairman, Sir, I beg to move:- THAT, Clause 25 be amended— (a) by deleting paragraph (c) and substituting therefor the following new paragraph— (c) such levies and fees as may be imposed by the Council in accordance with Section 25A; (b) in paragraph (d), by inserting the words \"which shall not be from foreign governments or foreign entities\" immediately after the word \"sources\"; (c) in paragraph (f), by inserting the words \"which shall not be from foreign governments or foreign entities\" immediately after the word \"grants\"."
