    "content": "(Prof. Saitoti): Madam Temporary Deputy Chairlady, let me say that I do not have any objection at all because what is being proposed by Mr. Mungatana is very much in the Constitution. As a matter of fact, the Constitution is supposed to be observed because the Bill is supposed to be in line with what is contained in Chapter 13 of the Constitution. What I am saying is that there was no omission but the only thing that we did not put it there was the fact that we did not want to appear to be redundant. All the same, we are for the making sure that there is order."
