"content": "Mr. Temporary Deputy Chairman, Sir, if I read Eng. Muriuki correctly, I would like to agree with him. I think the use of the word \"shall\" in that particular Clause is a worry. It should have been quite in order if the word \"may\" was used. But to say that the Complaints Committee shall not be bound by the rules of the Evidence Act, precludes the Evidence Act for use by this Committee. I think it should be open to them. If they want to draw on the provisions, they should do so. I would like to suggest that the Minister does agree to change the word \"shall\" and put there \"may\"."
