    "content": " Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the following new clause be inserted immediately after Clause 39A as follows:- Penalty 39B. A person who contravenes any provision of this Act or regulations made thereunder for which no penalty is specifically provided for shall be liable, upon conviction, to a fine not exceeding two hundred thousand shillings, or imprisonment for a term not exceeding six months, or both."
