When we passed the Budget last year, there were no conditions attached to these grants. They were free grants. The Assistant Minister is telling us here now that \"we agreed.\" I do not know with who! These requirements were never tabled in this Parliament and this Fund is meant to benefit the children or the youth of the rich people because they are able to show some security. What is the Ministry doing to assist the less-fortunate members of the youth community in order to access these funds fairly, Nyeri District included?"
