    "content": "Thank you, Mr. Deputy Speaker, Sir. As I have said, education worldwide is used to bring about equality and equity in society. It is in Kenya, since Independence, where education is being used to perpetuate differences of classes in the society. Could the Ministry August 1, 2007 PARLIAMENTARY DEBATES 2881 consider making special arrangements to support areas which have been historically disadvantaged to come up, so that they become equal with the rest of those areas which were historically advantaged? This thing has been going on for the last 40 years."
