Could he model the Coffee Development Fund (CODEF) along the STABEX funds whereby the terms are very favourable to the farmers? The interest rate is 5 per cent, and the repayment period is three years for individual borrowing. This is because CODEF is asking farmers to team up into ten members, but that is not necessary."
