    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) A total of 26,301 Kenyans have been employed by the Public Service Commission since January, 2003 to May, 2007. (b) The Public Service Commission does not employ Kenyans based on the constituencies they come from, but it picks the best applicants from districts in the country depending on the positions that are advertised. However, my Ministry has set up an Inter-Ministerial Technical Team on Human Resource Distribution in the Public Service which is undertaking a situational analysis to determine the distribution of officers in the Public Service and once the report is finalised, a Bill will be brought to this House for debate. (c) As earlier mentioned in \"b\" above, I trust that when the Bill comes to this House, hon. Members will have an opportunity to debate on it and decide on how the Public Service Commission should employ because it is a constitutional office."
