    "content": "Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 7 of the Bill be amended in sub clause (1) by deleting the words “in consultation with the Public Service Commission” appearing in paragraph (c). By allowing that justification, aggrieved persons can appeal to the Cabinet Secretary, who must promote efficient administration through an expeditious review of administrative actions as envisaged in the Constitution. Furthermore, the idea is to reduce the instances of litigation and consequently reduce the burden of litigants on cost of filing suits, together with the procedures attendant thereto."
