What reforms has the Ministry undertaken to encourage Kenyans, who are innovative, to apply for patents? That Kenyan applied for that patent in 2005. Three years have gone by. Regional organisations have granted him intellectual rights, while his country has not been able to approve the same. We are not encouraging our people. That is why we have brain-drain in this country. What has the Ministry done to encourage Kenyans, who are innovative, to apply for patents?"
