The Kenya Tea Development Agency (KTDA) is charging fees for engineering and technical services for new factories because the current agency management fee of 2.5 per cent for day-to-day operations is not sufficient to enable it undertake those services. It is cheaper to use engineering and technical services from KTDA, which are offered at 6.5 per cent of the total cost, as compared to charges of between 10 per cent to 13 per cent for the same services by the consultants."
