    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 36 of the Bill be amended- (a) by deleting the words \"The Institute may make regulations generally for better carrying out of the foregoing generality, may make regulations to provide for\" and substituting therefor the words \"The Minister, in consultation with the Council, may make regulations generally for the better carrying out of the provisions of this Act and to provide for the following\"; (b) by inserting the following new paragraph immediately after paragraph (h)- (i) any other functions as may be necessary for the proper administration of the Act."
