    "content": "Mr. Deputy Speaker, Sir, we used to have serious procurement challenges but that has been corrected. We are now faced by other challenges whereby, those people who compete in the tendering have now decided to be taking each other to court to challenge whoever wins the tender. That is one of the problems that we are facing now. Secondly, we are faced with the problem of resources. The projects are too many and we have allocated most of the monies. We now require to allocate money in this Financial Year so that we can pay our expenses for the supplies to be available."
