    "content": "Mr. Deputy Speaker, Sir, it seems that the delay has been caused in procurement and the war amongst those who tender for procurement. As a Ministry, what are you doing to make sure that you minimise these complaints that come from people who have won and those who should have won, so that you do not delay our projects? It sometimes delays for two years when people are in courts for arbitration. What are you doing to make sure that when somebody wins a tender, he wins it properly so that nobody has any reason to complain, because there is too much corruption in that place?"
