    "content": "Mr. Deputy Speaker, Sir, there is need to address the issue of ethnicity in this country. I come from a place where I have seen, practically, what this can lead to in terms of destroying lives and property. Kenya is a very young democracy and we need to protect it by introducing legislation that will be able to fight enemies of democracy. The Assistant Minister has acknowledged that Sections 94 and 96 of the Penal Code are not adequate. The way those sections are drafted is in general terms and does not define these crimes. I know that the Law Reform Commission has come up with a draft legislation to address this issue and the Assistant Minister should tell us why it has not come to the Floor of the House. Could he tell us what they are doing to address this very serious 14 PARLIAMENTARY DEBATES July 25, 2007 problem?"
