    "content": "Mr. Deputy Speaker, Sir, I would like to acknowledge that there has been a bit of delay in dealing with this issue, especially given the behaviour of some our politicians and community leaders when they get excited in public rallies. This especially applies to the narrow- minded ones who believe that they can never get elected unless they incite their communities against others. I acknowledge that there has been that delay and we will make haste. I believe that, by early next year, we should have the draft Bill ready and we will be ready to bring it to the House."
