    "content": "(Mr. Kajwang) Madam Temporary Deputy Chair, the reason why we think we should establish the Tribunal - at least, the Committee thought - is that although people will still end up in court, there are many cases where people are aggrieved; they are sometimes in their thousands and we do not want that, in the first instance, they go to court. That is because they will clog the courts and it is also costly. So, we thought that an in-house tribunal headed by a senior person with experienced people could deal with some of these matters summarily and expeditiously so that, if somebody is dissatisfied, he or she can go to High Court on a matter of law. I think such cases would be few and would be serious enough to warrant going to court."
