    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I am just pointing out that, indeed, he is one of the victims of the death penalty. I wish to use this example to illustrate why, indeed, the death penalty should not continue to be in existence in this country. Mr. Temporary Deputy Speaker, Sir, the late Senior Private Hezekiah Ochuka, who was accused, sentenced and sent to Kamiti Maximum Prison, was, indeed, killed by the State in September, 1987. It has been proven on the Floor of this House that our Judicial system is flawed. If you are rich, you can kill or murder and get away with it. But if you are poor, justice in this country and many other countries, becomes a problem. Indeed, today, if I took the trouble to look at the profile, you will find that many of those people who have been killed by the State since 1963 are very poor. This poses the question: How many Kenyans have been killed merely because they did not have money in their pockets? They were not able to buy their freedom, or corrupt the justice system."
