    "content": "Mr. Speaker, Sir, I am surprised, because in part \"a\" of the Question, the Assistant Minister has been aware that, since 2005, there has been no board in place. In part \"b\" of the Question, he is not aware that most people have been fleeced by quack agents. In part \"c\" of the Question, the Assistant Minister says that he is not aware that the lack of a board has curtailed the profession's growth. I understand that Ministers have signed performance contracts. Why does it take two years just to appoint a board? Why is it taking that long?"
