    "content": "Mr. Speaker, Sir, I cannot say, yes to that because hon. Mwendwa is discriminating between urban and rural areas. The Government cannot discriminate between the two. However, I agree with some of the things she has put forward. We are looking at the element of cost and we have said that the cost will be extremely prohibitive for us to enter into a venture like that. The biggest consideration, when we talk about sanitary towels, is that during that particular period when these girls are getting their menstrual periods, it keeps them out of school. That is the biggest consideration. We are saying that, that should be directed to the Ministry of Education."
