    "content": "Mr. Speaker, Sir, the biggest consideration is the aspect of these girls not going to school during that particular period. We are saying that, that is not the mandate of the Ministry of Health. It is in the ambit of the Ministry of Education. That is the time when these girls normally stay out of school. May I also add that when the girls use the sanitary towels that we are talking about, they are more hygienic. I understand what the hon. Members are saying, but I am saying that the first consideration is for them not going to school. That should really be taken up by the Ministry of Education."
