    "content": "Mr. Temporary Deputy Chairman, Sir, I quite agree that Mr. Obwocha is out of order. As Parliament, we really must exercise our oversight role. When we print Construction of Building, I accept the explanation by the Minister that, that actually must refer to several buildings. But why is it consistently in all Ministries? On this particular aspect - Construction of Building - we are told that it means many buildings, and that it is a printing error. But the Item below is very clearly printed as Refurbishment of Buildings. When it comes to Refurbishment of Buildings, it is only Kshs19 million. But this Construction of Building is Kshs1 billion plus. I am convinced that it may mean several buildings, but there is something we are not being told either from the Treasury or several Government Ministers."
