Minister has no intention of giving an answer to a straightforward Question and that she has no intention of respecting the Chair's advice. Would I be in order to request that given that the Leader of Government Business is in the House and that he is the second in command of the Executive arm of Government, the Speaker does rule that this Question be handed over to the Leader of Government Business on behalf of the Executive arm of Parliament."
