    "content": "Mr. Speaker, Sir, we passed a new forest law in 2005. I raised the question of operationalization of that Act, through the creation of a Kenya Forest Service. That Act allows the creation of forest associations. Such forest associations can work jointly with the Government, in a much more friendly and harmonious way, to utilise the forests products. What action is the Minister taking to ensure that there is harmonious relationship between the new Kenya Forest Service and the communities, especially now that there are elephants in that area?"
