    "content": "For the benefit of the House, I understand that Kenya as a country, was July 19, 2007 PARLIAMENTARY DEBATES 2655 given oil on concessionary terms. In my understanding, the word \"concessionary\" - and I hope in plain ordinary English - means less than the ordinary. It therefore, means that the Government is being sold oil at a lower price than the prevailing market price. If that is the position, what is the difference between the market price and the concessionary price?"
