    "content": "Just a moment. I am sure that when you are given a concessionary price, I believe it is given as a percentage of the market price because no price remains stagnant throughout. You are probably being told that you will pay 80 percent or 97 percent of the market price. If you are given at 97 percent, it means you are getting a concessionary price of 3 percent. The benefit is 3 percent. So, what is the percentage then or are we not saying everything?"
