    "content": "Mr. Speaker, Sir, while I see what the Assistant Minister is trying to do; on one hand, the Government is unable to lift more than 50 percent of the crude oil available to us. It is also a contradiction that the Government is working with Venezuela and Libya to get more concessions when we cannot lift what Nigeria has given us. Could the Assistant Minister explain to the House how he intends to get that additional oil lifted? Secondly, Is there not a penalty clause in the contract between the people who win the tenders and the Government? What kind of contracts does the Government sign?"
