    "content": "Mr. Speaker, Sir, let me first comment on what Mr. Murungi has said. The creation of KTDA was done in 1964 by a legal notice by the Minister for Agriculture. That was revised in 1967 by the Minister for Agriculture. In 1999, the creation of KTDA into a company was done by a legal notice by the Minister for Agriculture. So, all these matters are matters that are within the powers of the Minister for Agriculture, and not the House. Now, in answering Mr. Bett's question, I must say that we are re-looking into the issue of the Gazette Notice of 1999 by the then Minister for Agriculture with a view to revoking it. Mr. Speaker, Sir, with regard to the question by Mr. Bett, we received the report by the Task Force on Friday. We looked at it, but we were not satisfied. We will go through it again over 2660 PARLIAMENTARY DEBATES July 19, 2007 the weekend. Within a very short time, the Task Force Report will be available to this House."
