    "content": "Mr. Deputy Speaker, Sir, the employees were not sacked because of heckling the Minister. So, what the hon. Member is saying is not entirely true. The employees had actually gone on strike. They had absented themselves from work for a number of days. When the matter was being solved and they were summoned by the council, they hurled insults at His Worship the Mayor of Kisumu and the Town Clerk in the presence of the Minister. The employees were not dismissed because of heckling the Minister. It was because they deserted their places of work for a number of days. According to Section 18 of the Employment Act, if one deserts his place of work, he is liable to dismissal."
