    "content": "On a point of order, Mr. Deputy Speaker, Sir. This is, indeed, a serious matter. However, I think it is should be handled by the Ministry of Foreign Affairs, and not the Ministry of Defence, because it involves foreign military crossing the border into our country. So, it is not, really, an issue for the Ministry of Defence. It is an issue for the Ministry of Foreign Affairs to find out why Uganda People's Defence Force is crossing the border into our country."
