    "content": " Mr. Temporary Deputy Chairman, Sir, I would have wished that this money was more than what is reflected here. However, because of constraints of the budget, this is the only money we could put into that particular Item. I also wish to inform the hon. Member that, indeed, in the beginning of the last financial year, it was actually Kshs10 million. But in the middle of the financial year, we were able to get other resources and the sum went up to Kshs20 million. We have certain resources which have already been promised for certain items in education by external partners. However, we have not committed those resources until they are received in the Treasury. We have had to commit our own resources to that Item. However, when we receive that money, we will have to come back here through the Supplementary Estimates before we commit it. This is one of the areas that will get additional resources."
