    "content": "Yes, Mr. Temporary Deputy Chairman, Sir. It is under the Higher Education Loans Board (HELB). I think it is Sub-Vote 832 also, the third item--- as the Minister was giving his reply, he indicated his desire to assist more children who qualify. That item is Domestic Loans to Individuals and Households. There is an allocation of Kshs867,902,862 which even in the years to come, is projected to remain constant. Is the Minister satisfied that with this provision, which is similar to last year's, he will be able to capture more needy and qualified students that he promised eloquently in his reply? Unless he is assuming that there will be greater recoveries by the HELB, yet we have been urging that there should be more allocation to the HELB."
