    "content": "Mr. Deputy Speaker, Sir, Trans Nzoia West and East districts were created from Trans Nzoia District. When we did this, the old district remained as Trans Nzoia West. Trans Nzoia West has all the departmental heads that it requires. Our officers on the ground have instructions to continue serving both districts until such a time that departmental heads will be sent to the other intended districts."
