    "content": "Mr. Deputy Speaker, Sir, you can see the confusion that is there. This is the dilemma that Trans Nzoia West District is facing. The District Development Committees of the old districts cannot implement or carry out transactions in the new districts. That would be insubordinating the new District Commissioners. The Assistant Minister is aware that the District Lands Officer in the Old Trans Nzoia District has been there for 20 years. The District Accountant has been there for as long as I can remember. We would like to get new brooms in our new districts. Our people have refused to accept further corruption from the old staff of the old district. When will the Assistant Minister give us new officers to run our new district?"
